The more I think about it the more I'm convinced he just made it up. Think about how absurd that situation is if it had actually happened. He knows Howard's mother, he met a woman at a casino who obviously resembled Howard's mother a great deal, and on top of that introduced herself as Howard's mother. If it turns out it wasn't Howard's mother, then what the hell is going on? Who the hell was the woman, and which Howard was she speaking of? The fact that he doesn't seem to care about these things, and just kind of admits defeat just seems incredibly off. I know I'd be going crazy. And why he doesn't bring up calling the mother (the one that actually lives in Vegas) in case it wasn't the step-mother who he had met, is beyond me.
Once he brought up the possibility of it being a dream, it just seemed like Gordon got caught in a stupid fib, all for the sake of small talk. There's no reason for him to even doubt himself in a situation like that. Like Ali said, that was about as close to a lock as you're going to get, and Howard would have to hate money to make a bet like that. The fact that he was pulling the whole, "Am I crazy? I'm not crazy!" "Did I dream it?" "Well maybe it wasn't, I don't know..." before the call had taken place, and even when Howard couldn't provide any real proof that it couldn't have been her (Like she's out of the country or something), it just seemed like premature backpedaling.
And like you mentioned, his story did change quite a bit. First it was the Mirage, then it was the Venetian. At first he said it was the day before, then a few days prior, then back to the day before. He said they discussed poker, but later he doesn't know if she was actually playing poker, or what she was doing. He went back and forth over which mother it was, and was all over the place. He seemed really uncomfortable the entire time. So I'm concluding it's a lie, until I get a better explanation. Going that far to hustle RWIII out of a thousand dollars (And Phil never even tried to bump the price up) is just really hard to buy, and it would have had to have been planned before the slowroll.
